Digitale Bildungsmedien im UnterrichtBased on a legally defined state monopoly governing the German educational system ("Art. 7, Grundgesetz"), the authorities of the "Länder" represent the regulation agents in Germany. In this view, central regulation areas are the distribution of knowledge (through politically approved curriculums) and the regulation of classroom discourse through the teachers in place. So far, textbooks are the main media regulation instruments and politically normative key media in our institutionalized system of school education. Since the successful market penetration of the Internet at the end of the 1990s in Germany, there are widespread transformations in media practices of teenagers. Internet media improve the opportunities for media use, whereas political and pedagogical opportunities to influence knowledge and learning processes decline. So this affects teaching and learning at schools and weakens the position of textbooks. After the PISA-shock, common educational standards were established in the whole of Germany in 2003. On the one hand, the scope for self-regulation at schools has been growing; on the other hand, there has been a devaluation of compulsory material knowledge. Rising expectations for the competence and willingness of agents for self-regulation enhance the influence of non-state and individual agents. The development towards an individual, self-regulated learning stimulates the success of new, Internet-related media practices at school as weil as a fragmentation of knowledge, an information overflow and a rising influence of new, net-based "gate-keepers ", e.g. Google. Summing up, this development leads to a declining regulation potential and a weaker position of the textbook as a politically approved key media. As a political "gate-keeper ", the state should protect the educational market against new private, non-state, or technical "gate-keepers ". The state can and is advised to establish a standard-setting, normatively defining, and orientation- giving media institutionally that is to be distributed centrally (possibly as a book, an E-book, or an online-site, and at the heart of a media package).
